GENEVA-JAKARTA (27 May
2013) – United Nations Special Rapporteur Raquel Rolnik will conduct her first
official visit to Indonesia from 30 May to 11 June 2013 to collect first-hand
information on the progressive realization of the right to adequate housing in
the country, particularly with regard to the poor and other marginalized groups.
“Indonesia, the world’s fourth most populous country, faces a unique combination of challenges in promoting and protecting the right to adequate housing, such as rapid urbanization, a high proportion of households living in informal settlements and acute vulnerability to climate change,” said the independent expert charged by the UN Human Rights Council to monitor and report on the right to adequate housing worldwide.
“I see this visit as a great opportunity to assess the various policies and programmes the Indonesian Government has been developing to address these compound challenges,” Ms. Rolnik said.
The Special Rapporteur will devote specific attention to Government’s efforts to promote access to affordable housing for low income households, and to programmes to increase tenure security.
The independent human rights expert, who goes to Indonesia at the invitation of the Government, will visit communities in Jakarta as well as in other provinces during her two-week mission.
Ms. Rolnik will hold meetings with senior Government representatives, including officials from various ministries working on housing issues. She will also meet with representatives of the UN system, the donor community, non-governmental organizations, individuals and communities.
At the end of her visit, on Tuesday 11 June 2013 at 10:30 am, the Special Rapporteur will hold a press conference at the UN Menara Thamrin Building, Papua Room (7th floor), Jakarta, to present the preliminary findings of her mission.
A comprehensive report with her findings and recommendations will be presented in a report to the UN Human Rights Council in March 2014.

Khusus PBB akan melakukan kunjungan resmi pertamanya ke Indonesia dari 30 Mei
sampai 11 Juni 2013 untuk mengumpulkan informasi dari tangan pertama pada
realisasi progresif hak untuk memadai perumahan di negara ini, khususnya yang
berkaitan dengan kelompok yang terpinggirkan miskin dan lainnya.
"Indonesia, negara terpadat keempat di dunia,
menghadapi kombinasi unik dari tantangan dalam mempromosikan dan melindungi hak
untuk memadai perumahan, seperti urbanisasi, proporsi yang tinggi dari rumah
tangga yang tinggal di permukiman informal dan akut kerentanan terhadap
perubahan iklim," kata ahli independen dibebankan oleh Dewan HAM PBB untuk
monitor dan laporan tentang hak untuk perumahan memadai di seluruh dunia.
"Saya melihat kunjungan ini sebagai kesempatan besar
untuk menilai berbagai kebijakan dan program pemerintah Indonesia telah
mengembangkan untuk mengatasi tantangan ini senyawa" MS Rolnik mengatakan.
Pelapor Khusus PBB akan mencurahkan perhatian khusus untuk
upaya pemerintah untuk mempromosikan akses ke terjangkau perumahan bagi
keluarga berpenghasilan rendah, dan program-program untuk meningkatkan keamanan
kepemilikan.
Ahli independen hak asasi manusia, yang pergi ke Indonesia
atas undangan pemerintah, akan mengunjungi masyarakat di Jakarta juga seperti
Provinsi lain selama misinya dua minggu.
Nn. Rolnik akan mengadakan pertemuan dengan pemerintah
senior wakil-wakil, termasuk pejabat dari berbagai Kementerian bekerja untuk
perumahan masalah. Beliau juga akan bertemu dengan perwakilan dari sistem PBB,
masyarakat donor, organisasi non-pemerintah, individu dan masyarakat.
Pada akhir kunjungannya, pada Selasa 11 Juni 2013 di 10:30,
Pelapor Khusus PBB akan mengadakan konferensi pers di gedung Thamrin Menara
PBB, Kamar Papua (7th floor), Jakarta, untuk mempresentasikan temuan-temuan
awal misinya.
Laporan komprehensif dengan temuan dan rekomendasi akan
disajikan dalam sebuah laporan kepada Dewan HAM PBB pada Maret tahun 2014.
Raquel Rolnik (Brasil) ditunjuk sebagai Pelapor Khusus
memadai perumahan sebagai komponen hak untuk standar hidup yang memadai, dan di
sebelah kanan untuk non-diskriminasi dalam konteks ini oleh Dewan HAM PBB pada
Mei 2008. Mandat nya telah diperbaharui pada 2011
